Cuttings and young seedlings don't want the intensity a full veg or flower light throws out — too much too soon stresses a plant that hasn't built roots to support fast growth, and can scorch leaves sitting close under a fixture. Once cuttings root and move into veg proper, they'll want considerably more light than they needed to root — don't try to run one fixture from clone through to flower.
